most of the rolloffs on mics seem to be for convenience... a dedicated eq sounds so much better unless the hpf on the mic is "exactly" what you want or low end is eating up your headroom... then that's a placement problem... Brandon is right though, it doesn't matter too much on sounds that have little to no useable lo end

For my uses, (for now), its just female vocals. I have been using the HPF on my pre-amp, and will be getting a mic with a HPF tomorrow (if all goes well). I think both roll offs are at 12dB/octave. Pre is supposed to be 75Hz, mic is supposed to be 80Hz.

I would gnerally do it at the earlier options all things being equal, so I would do it at the mic.
