I really doubt if you can hear a 3ms delay in a blind test. The time delay from a live wedge monitor on the ground to a 6' tall singer who is a few feet back is a good 6ms. A guitar player standing 12' from his amp is hearing about 12ms of delay.

I track at 6ms and don't seem to have much trouble.

you cant hear 6ms! No Way! I bet you can..er maybe
If I have 3ms delay and can still hear myselfself through the cans it sounds like a slight delay or reverb effect. As soon as I switch to 1.5 ms it sounds nice n solid.
maybe my gear is reporting incorrectly
perhaps its easier to hear if each sound has its own tone.
ie the source and the sound through the cans
buts its got me thinkin
I always record now at the 1.5ms setting because it sounds instantly and noticeably better.(solid)

It's not enough to effect the peformance in any way. If a person absolutely must have direct signal, I can do that, but I can't think of a time where 6ms has been a problem.

In a perfect world, it would be zero, but we have to compromise. I personally believe the compression and reverb from within the software are more important than having 0ms of latency, but that's up to the user to decide I guess.

When the drivers get better for the Presonus Firestudio, I probably wouldn't mind knocking the latency down a bit. But it isn't that big of deal.
