Well your computer seams powerful enough. Of course, if it's being used for internet, has virus scanner on it, and about zillion programs, it may as well be a Pentium 3 450Mhz. If you are using it as your main computer too, you may consider setting up a dual boot system. If you are not sure about this one, just ask.

I'm assuming that you aren't physically bumping the tracks by accident.
Do the tracks stay equally out of sync or do they continue drift further and further out of sync?
Which tracks go out of sync? More than likely, if you can figure that one out, you'll probably figure out what's going on.
You don't have any time stretching or pitch shifting do you?
I must admit that I know little about Sonar as I've never used it. However, I've dealt with this sort of crap enough in Vegas and Cubase that I can surely help.
