Use the Tempo Track. Project > Tempo Track is where you'll find it.

Hey, I jumped from Sx2 to 4, but I am sure it's gotta be the same as in SX2. Make sure the tempo button on the transport is highlighted (it should say "track" next to it. Then hit ctrl + T to bring up the tempo track editor. There you can change tempo and time signature at the exact point in the song you need.
