Default stereo out meter levels

May I start by letting everyone know how great I think this forum is! The patience of the people here who know a lot more than me is astounding. Having said that thing about patience, heres a doozie of newb Q. The stereo output meters shouldnt clip, right, ever? someone was tlking about levels being around 2-3 dbs on the final mix, but ive been trying to keep it all under 0 db. just a quick: "yes under 0db is good, stupid" response is fine. Or whatever, if its acceptable to let them clip. I think I know better, then again, thinking I know doesnt satisfy me.
