Significant Delay HELP!!!

I just now started using Cubease LE, and I've ran into a problem when I began recording. When I speak into the mic, there is a delay ex: I say "hey" and it says "hey" a couple seconds AFTER ME, I know its not a problem with hardware because It works just fine when I use the programs AcidPro 4 & 6 and Audacity. I'm convinced its a problem with settings, preferences, or device settings. I believe it is transferring audio waves slowly or something, because I record it, and play it back, and it plays back with a few seconds delay time...
HELP ME OUT PLEASE

It's got to be latency. What is your buffer of your audio interface set to?
