I got a CAD $200 package back in the day and it's what I learned to record from. I expanded over time and budget to a D4 on the kick, D2 on the floor tom, I5 under the snare, Sm57 on top, Rode for overheads and more for different styles.
The point is, for beginners, it's a good starting point. You set up what you have trying out different pacement techniques, and maybe learn more about higher-end mics and how they compare. To this day, I still use that CAD small condensor for a HH mic, and the tom mics for the rack-toms. With enough experience with them, you can get them to sound more than a cheap mic that came from a package.
