It's pretty normal to get glitches when slowing things down by any great amount.
I don't know Garageband well enough to know if there are quality options for timestretching.
When I try to make sound effects sometimes, if I slow down the tempo, the sound will stutter, how can I combat this in Garageband?
I do not yet have Logic on my system. So I cannot use that yet. Also note that I am on a laptop, so my processing power at times is limited.

You might want to try a different DAW or find a plug in that is made for whatever you're trying to do.
