The latency thing is not so much a RAM issue in any way. Doubling your ram is always a good idea. If your board can support more, that is a good idea, too. But check the spec.

As had been mentioned about disabling effects and VSTi, that is a whole nutter issue. Once you get a zero(ish) echo system wide, then you can zero in on what is interfering with the in/out.
