Well, CD and DVD are actually two different formats. I've seen CDs that have VideoCD content on them, like MPEG or something of the like, but to actually have "DVD" content on a CD wouldn't work. If the opposite were true, if you were to put audio on a DVD, you would still be forced to use a DVD player in order to play it, which would defeat the purpose of having a "dual" disc. The only way I can see having a true CD DVD combo would be to actually split the disc into having half CD format, and half DVD format and then allow the player to ignore the section of disc that does not apply. If that were to exist, I would be impressed.
Sorry, I probably made that much more confusing that it needed to be. I'm assuming that you mean to make a CD that has video, as well as audio content. I've never done this before, but if you could find the software to do it, it probably wouldn't be too complicated. Keep in mind, any amount of a regular-quality video will take up a very large portion of a CD.
