You have to do it manually by finding the plug-in saved with cubase files and copying it into the right sonar folder.
For example, you would paste the .dll file in C:\Program Files\Cakewalk\VstPlugins. The next time you open Sonar, it will give you options for configuring the effect. Quote:

It is right next to the ARM button on each individual track. When activated, you will hear the audio as it is being played, will all effects present.
