Are you trying to learn to master? I open up a new song just like any other and import my stereo wave file and master from there.

The "Mastering Section" you are talking about is just a suggested template to begin a project. There are no special options or tools.

If you have used lots of tracks and effects for your project, it is more efficient for your computer to open a new project for mastering and then import the mixed down stereo wav to it. But there is nothing magical about the Mastering template.

There are many mastering threads on this site. It's a complicated and opinionated subject. Main thing is to put a limiter at the end so you will not exceed 0dB.
