So did you read Soundcard Troubleshooting 101? Did it help?
Do you have the ins and outs of Cubase routed properly? Brandon

If you aren't going to follow my advice or you aren't willing to answer my questions there is no way I can help you. I help everyone that I can, but if you aren't willing to help me help you I'm not sure what to do.

In Cubase SX3 (my version), if you press F4 you see the various routing settings. There will be an outputs. You want to make sure those are set to use your audio interface and not a stock soundcard or something like that (if you have an audio interface). For example, I use a Presonus Firestudio and so my Cubase outputs go out of "Presonus Out 1/2". Brandon

okay.. when i open cubase 4 and press F4 vst connections input/output comes out.. under device port of both the input & output it indicates as (not connected).. what do i do next?

You click on "Not Connected" and see if you can select your audio interface. If not, you need to make sure that A) you audio interface is indeed installed B) You have selected the correct driver for it in Cubase. I believe this is under the devices menu, but I would check the manual.
Did you not go through the Getting Started guide in Cubase? Brandon
