I'm out of my element on the differing flavors of Vista, sorry. Please let us know what you find out. Most of my instruments that didn't come bundled with Cubase aren't in my vst plugins folder. For example, my Halion dll is here
C:\Program Files\Common Files\Steinberg\VST2
If you have full version 4, do you know where your other instruments were put? Mine mainly has fx plugins in the VST plug in folder

I would say find the folder of the vst stuff that does come up, then put the dll in question in the same folder.

I'm still XP, so I'm just guessing.

I'm pretty sure SX3 is not officially compatible with Vista. It pre-dates it by years.

You need to identify if Cubase SX3 is finding the plugins or not. Head to Devices > Plugin Information and see if they are being found at all.
