I need some software that I can edit music on a staff, play it and save it
as midi. Also, I need to be able to do this just using my laptops built in
music features rather than plugging into an external sound card.

you might also need some other minor software
depending which version of finale you pick

Take a look at Anvil Studio. Does everything you mentioned and is free.

Anvil Studio is great for this, and is totally indispensable to me. The GUI is really sleak and user-friendly too. You can use a piano roll view, staff view, and a guitar neck view. It's like a DAW dedicated to MIDI. You can still import audio tracks and samples though. I bought the "combo accessory pack" a couple years ago for like $35, allowing me to utilize all the really advanced MIDI-editing features of Anvil Studio. The cool thing about that is that I (and all other customers) get all updates and upgrades to my license for the rest of my whole life...FREE!!!1 Muwahahahah!!!!!11

Forgot about the accessory pack! with that you can print, use audio, vst (i think?) ....pretty much everything sibelius/finale etc offers....and it is still cheaper!!!

I've always preferred Powertab (free) or Guitar Pro (not) over Anvil Studios.

These are a bit limited though, don't you think? Both are geared toward guitar, bango, and mandolin players. They're also based around the use of tablature, which is cool, if that's your thing. Anvil Studio can do all that too, but so much more. Anvil encompasses complete musical freedom for composers. Powertab and/or Guitar Pro do not. So why limit yourself?

Guitarpro is great for tabs and guitars, much better than Anvil..but I think Anvil is much easier at editing music on a staff and scoring. Also dont guitarpro files have to be in a certain format? (or am I wrong?). Anvil deals with .mid files.

True, but because of Guitarpro's narrower scope. For those that want to compose full, complex compositions containing other instruments other than those you would TAB out, Anvil is way better and more complete. That's all I'm sayin.'
