Latency in the MIDI world doesn't generally come from the MIDI communication itself. It comes from the VI processing. If you're using SoundBlaster sounds, latency probably comes from the inefficient way in which SoundBlaster creates its sounds (similarly with any other consumer sound card with built in synthesis). In other VI's (like those you might put in your Cubase instrument rack), the shear amount of processing can slow down your computer, and of course, VI's being audio devices that accept MIDI information mean they are also subject to the same kind of latency issues as audio files.
In the main Cubase window there's a little clock - second icon over from the left. It's label says Constrain Delay Compensation. It should reduce your latency/timing issues while recording. Turn it off while playing back.
