Then you need to use it as a VSTi. That's what is commonly sold for.
"You cannot use the HQ-QT/HQ-GM2/HQ-OR and VSC-MP1 plug-in (VSC-DXi, VSC-VST) alone. You should install a compatible host application to use them.

There is no sound in MIDI, so it's just controller programming.
These DAW don't really use a dedicated sequencer anymore, but they provide linkage from MIDI to some device that will be triggered by the MIDI control and produce audio at whatever audio device is selected.
So, you have Tim set-up as a system GM soft device that can use any of a handful of sample bank formats.
Usually these specific MIDI emulators can't be set-up as a system device, but you can use them stand alone or called from a DAW.
Since Tim is now a system device it should be easily selected as a MIDI out in Cubase. Unless VSC is a device (they say it has a driver mode), you have to use it as a VSTi on a MIDI Track. The DAW has a WRAPPER for the VSTi and may provide a "select sound", but usually you are better-off selecting the sound sample from within the VSC display.
