Well, loosening the lugs leads to a lower sound, tightening them leads to a higher pitched sound. There's no "right way" to tune drums for a particular genre, or in general, so really you're going to have to experiment.
However, the "snapping" kick drum sound you mention is called the attack, it's the sound of the beater actually hitting the drumhead (or a drumstick hitting a drumhead). To get this sound while recording, set up your kick mic close to where this happens rather than in the port hole of the batter head. If you're just playing live, muffle the drums with a special head or some sweaters.
