That's something cool about being ambitious when you are young. However, it has it's downsides too.
I'm going to assume you are starting this rehersal hall concept because it sounds like fun....and not because it will be profitable. In reality, it may be profitable. I can't say for sure. I've just learned to be really leary of these ideas that seam like they would help the world out a little bit. Good luck, either way.
My advice to you would be to get in with the right people now. If I remember correctly, you are in England. Well, go to Abbey Road or some mega huge studio and beg to wash the head guy's car or whatever. Do what you have to do to get in good with them so that you can eventually move up to changing trash and getting coffee. In this environment, you will be hanging out with rock stars and mega musicians every single day.
In time you will be able to work your way up. The secret is you will be dealing with professionals. The people involved in the "local music" genre can be talented but they are almost lazy, pathetic people that deserve the minimum wage job that many of them will have for the rest of their lives. (Do I sound bitter?...I am!!!!) Working with real professionals is a road to the fast track.
It won't be easy getting in to one of these studios, but at 16 you can do it if you are ambitious and persistent enough using the "just a kid' approach.
This would be how I spent my time. At age 23, your blackbook will have so many rock star phone numbers in it, that it would be super easy to setup the biggest rehersal hall in the world.
That's would I would do if i was in your position.
