I know you can count 7/8 3+4 or 3+2+2 but can you count it as 3+3+1?

You can count it anyway you want as long as it makes rhythmic sense with the music you're playing. Are you talking in terms of snare hits or dominant beats? 3+3+1 will certainly work if you want a double hit at the end of the bar.
