if you were at a repair shop why didn't the repair shop guy fix it? if the truss rod is adjusted too tightly it can make the guitar neck bend backwards causing the first few frets to buzz, this could be the problem.

Sounds like your intonation is out. Compare the harmonic at the twelfth fret to the fretted note at the 12th fret. If they do not match you need to adjust the bridge saddles to compensate. It's not hard to get it close, but a pro can get it right.

i strongly suggest that you have your guitar setup properly by a luthier. if the guy at that particular guitar shop could not do it then take it to someone else.

The strings will go out of tune until they have been stretched completely. If the strings have already been completely stretched and the guitar still won't stay in tune, then the problem is likely with the tuning keys. Do you know what kind of tuning keys are on your guitar... Gotoh, Sperzel, Schaller, or generic?

Did he say the neck was bent or warped? If it is warped you. Need a new neck.
