Do you mean scanning sheet music and converting to notes? If so, I don't believe there is a program out there that will do a good job. I have PhotoScore Professional which is a paid upgrade to Sibelius (score writing software). It sucks. It really really sucks. It's quicker to write the music out by hand because of the many things it can't handle, or do well enough.
If you just want to input notes and have it play back, I would suggest using either Finale or Sibelius. Both are operational optimized for fast input. I prefer Sibelius, but have friends who prefer Finale.
