It's called 12 bar blues because the chord progression contains 12 bars.
6/8 does not equal 4/4. Even though mathematically you might say that 6/8 is equivalent to 3/4 (remember math?), it's actually equivalent to 2/4 because of the triplet pulse - the subdivision of beats. That's the whole point behind not using a time signature of 4/4 here.
So, with the subdivision of beats meaning there are two quarter note beats in a bar of 6/8 and four quarter note beats in a bar of 4/4, you'd need twice as many bars of 6/8 to give you the same length as 4/4. Or you could use a time signature of 12/8 instead of 6/8. That's actually more likely.
