I've done this both ways with the same software. Can't tell any difference.
Thinking about it, if you do a mixdown before mastering, you will have to mix down at a low volume to avoid clipping, and then re-opening the low volume file will give you less to work with, because the volume is so low already that increasing it may result in loss of quality.
If you apply Ozone to the master track of the original mix, you can push the volume up there, and Ozone's compressors and limiters will take care that it doesn't clip. So theoretically, it should be better quality that the other option.
Is that right anyone? Probably not.
