I've done this once. Cubase will allow you to select a video file and it locks the video in the timeline. So if something blows up at 2:01 (2 minutes, 1 second) you can slide your boom sample over to 2:01.
From what I gather, this is the extent of it. There isn't much more to it. I do remember there being an explanation in the Cubase SX3 manual.
