The manual says you can select multiple audio events on separate tracks with the Range Selection tool, and apply the fade to all of them simultaneously. So I guess for 12 tracks it would be easier if you stacked them adjoining each other and made them skinny so they are all visible on one screen. Page 181
Otherwise, if you want to cut, paste, and move tracks together as one you can put them in a group folder and edit the folder. Page 159
Or maybe I don't exactly understand the situation.
