I thought this was highly distracting, personally. I thought maybe the orginal song did this or it was some kind of tribute to some kind of Latin thing I'm unaware of. If that's not the case, I would NOT do this on my own recordings.

As for the vocals "phasing", it's very tough to get two different vocal tracks out of phase for more than a microsecond at a time. You are probably hearing pitch issues clashing. If that's the case, you simply need to tighten the performance up.
