Default Latency Issues

So I'm very new at home recording. I HAVE some experience with mac recording, but my new computer is a pc: laptop, 1.8ghz processing speed, 1 gig of ram, but I'm still using the default sound card. I got a wild hair the other day and purchased Sony Acid 7.0. The stuff I record sounds great, but when I try to record say vocals or lead over that existing track, or even try to record with the metronome, it gets all off beat. I've tried manually adjusing the offset, and even put it on "one-shot" recording. I can get close, but not close enough. There is no popping or crackling or anything like that. What do I need to do to get the latency down? A new sound card? Audio Interface? Or is it hopeless?
