In simple terms, yeah, pretty much, but in mixing you're not "mastering the individual tracks." In mixing, you're "mixing the individual tracks" into the way you want it to be. You're making the instruments fit together. When done, you mix down those individual tracks into a stereo 2-track.

That stereo 2-track is then mastered.
