1. I didn't even know there was one. When I go to edit an effect, I'll press the "e" on the channel I'm editing, and then the "e" on the effect I want. It always comes to the top. Depending on your channel view, you can do this directly from the mixer (ie, you can see all your inserts in the mixer itself).
2. You can do this a couple of ways. With something as small as a pop, I would go into the wave editor (double click the wave file), and then highlight the section and do whatever you want to do with it. For larger things I would do it directly in the main window - turn off "snap" and then use the scissors to cut the audio in exactly the location I want. If you zoom right in (or close to it) you can cut with single sample precision... in fact, you can cut less than one sample.
