I messed with this a while back. I would prefer two pots (one for each side) as well, but they've linked the two channels together...just like if you record a stereo track.

Sometimes I want to pan one track 40% left and the other 100% right. The only way to do that is with 2 mono tracks, (or in this case, two different mono reverbs).

The panner will simply lower the volume of the opposite side. So if you pan to the right, you are just knocking down the level of the left.

Not the best system, but it has never been a serious issue for me.
