I don't know what version of Cubase you have..The 4 series (and higher I guess) have what is called "musical mode" which DOES change tempo of loops to fit the BPM of the project. "Music Mode" is accessed only in the sample editor and has a button with a music note (or G clef, I forget) on it. Music mode may be on and changing your loop tempo a bit.
However, I have often had clips that professed to be a certain BPM but were ever so slightly off compared to what Cubase said. You can play around with it by using the "time stretch" feature to make the loop fit the project perfectly -or- you can also micromanage the Cubase project tempo such as making it 75.03 or 74.85 or whatever until it fits.
